The Royal Society for the Prevention of Accidents will host “Understanding Löfstedt – A Special Briefing” on Thursday, January 19, in central London, at ETC Venues – Prospero House. The event will analyse the findings of the Government-commissioned Löfstedt Review which investigated opportunities for “reducing the burden of health and safety legislation on UK businesses while maintaining the progress made in improving health and safety outcomes”.

Prof Löfstedt will reflect on the review process, and ground that could not be covered, as well as talking about the state of UK health and safety legislation. He will also take questions from delegates about the review and its potential effect on employers.

RoSPA welcomed the findings of the review when it was released in November, including its proposals for bringing local authority enforcement under the control of the Health and Safety Executive (HSE). RoSPA was also pleased that it identified the very significant influence that third party “semi-regulators”, such as insurers, clients and funders, could have on duty holders.

The briefing, sponsored by Airsweb, will be chaired by Roger Bibbings, occupational safety adviser at RoSPA. Discussions on the day will include: the future of local authority enforcement, led by David Kidney, head of policy at the Chartered Institute of Environmental Health; the proposed exemption from health and safety law of the self-employed whose work does not impact on others; and the benefits and burdens of EU legislation, led by Paul Reeve, head of health, safety and environment at the Electrical Contractors Association. Dr Jenny McWhirter, risk education adviser at RoSPA, will talk about the review and the case for risk education, while Pat Perry, executive chairman at Perry Scott Nash Associates, will focus on the impact on compensation.
